Course Description

The Non-Tax Revenue Directorate (NTRD) seeks to work in partnership with government line ministries and agencies. It`s role is to improve the capacity and ability of the government line ministries and agencies in collecting NTR from different sources. NTRD works with government agencies to revise, improve, and create new policies and procedures for boosting non-tax revenue collection. The NTRD play a vital role in reviewing current applied fees, identifying new revenue streams and finding leakages in non-tax revenue collection. Amend and develop the laws, regulation, policies in order to implement the changes in rates.

The Non-Tax Revenue makes a significant portion of government revenue, the trend from this source shows increase since 2014. There are many sources of NTR, such as royalties, licensing fees, over-flight fees, 10% telecom fee, railway services, selling and renting government properties, assets and state owned enterprises. 45 billion Afn of non-tax revenue was collected in FY 2018 by government agencies against the target of 32 billion Afn.

In order to maintain the trend of revenue collection positive and upward, NTRD focus on the following activities, 1) change the current fee rates, 2) identify the new revenue streams and 3) find out the revenue leakages.

This program is designed to be delivered in collaboration with our solution partner from Afghanistan for an official delegation from Afghanistan. 

Course Objectives

  • Increase share of non-tax revenue in the overall national revenue.
  • Improve capacity and ability of NTRD staff to improve non-tax revenue collection, management, analysis, and accounting.
  • Improve capacity and ability of the government line ministries and agencies to collect non-tax revenue effectively and efficiently 
  • To enhance the capacity of NTRD staff  of the Ministry of Finance

  • The beneficiaries from the trainings are national staff of NTRD in main office located in Kabul, employees of revenue collecting ministries and independent agencies who are directly involved in revenue collection,.
